To import resin from China safely, use five gates: define the material, verify the seller and production source, qualify a sample, contract against measurable specifications, and control payment, shipping, and customs documents as one transaction. Start with the application, resin chemistry, test method, national HS code, and evidence that the qualified material will ship.

Find and verify a Chinese resin supplier

A supplier’s website is a lead, not due diligence. Before you buy petroleum resin from China, complete this checklist:

  • Business registration: obtain the exact legal Chinese name and Unified Social Credit Code, then check status and registered scope in China’s National Enterprise Credit Information Publicity System. Match that entity to the contract and proforma invoice.
  • Bank beneficiary: the beneficiary should reconcile with the contracting entity or have a documented, commercially credible explanation. Independently reconfirm any late account change using a known contact.
  • Exporter and customs history: use a reputable trade-data provider or ask for redacted export evidence. Records can indicate activity but do not prove grade quality, and shipments made through an export agent may not appear under the seller’s name.
  • Production-source role: ask whether the counterparty is the manufacturer, distributor, or trader; which source will make the approved grade; and whether a source change requires written buyer approval.
  • Technical evidence: compare the current TDS, SDS, sample COA, test methods, lot identification, packing photos, and proposed commercial specification. A generic “C5 resin” label is not enough.
  • Inspection access: define whether review will be documentary, remote, on-site, or by an independent inspector. Never infer certification from a laboratory photo or an offer to arrange inspection.

Milorez illustrates a transparent model: it openly identifies itself as a Fujian export trading supplier rather than a factory owner. Partner factories manufacture; Milorez coordinates grade matching, commercial communication, shipment QC, and export documents. That disclosure is useful, but buyers should still verify the exact contracting entity and order evidence. See Milorez’s company model and pre-shipment quality process.

Sample first, then control the first FCL

Sampling should answer a written question. Send the base polymer or binder, application, incumbent grade, resin dosage, process temperature, target softening point, color limit, acid value, ash limit, compatibility requirement, and test methods. Milorez can arrange a free 1-2 kg evaluation sample with courier freight collected through the sample request process.

Run the candidate and incumbent side by side. Record lot identity, dosage, mixing sequence, temperature, viscosity or compatibility observations, and application results such as tack, peel, drying, gloss, hardness, or heat aging. Retain part of the approved sample.

Because the commercial MOQ is 1 × 20’ FCL, the “trial order” is normally the first controlled container, not a token commercial bag order. Tie it to the approved source, written limits, batch COA, pre-shipment sampling, packing marks, and a remedy for nonconformance. Do not accept “same as sample” as the only quality clause.

Compare price and payment on the same basis

Ask every Chinese resin supplier to quote the same grade, net tonnes, 25 kg packing, pallet basis, port, Incoterm, inspection scope, document set, shipment window, and validity. A cheaper CIF number can hide a different resin, lower net load, weak insurance, or destination charges. Use the current petroleum resin price guide for budgeting, then obtain a dated offer.

Milorez’s standard payment basis is 30% TT + 70% against BL copy / LC at sight.

How the T/T structure works

  1. Buyer approves the specification, PO, proforma invoice, beneficiary, and shipment window.
  2. Buyer pays 30%; the seller allocates or arranges production and packing.
  3. Agreed QC is completed and the container ships.
  4. Seller presents the B/L copy and agreed pre-release documents.
  5. Buyer pays 70%; original or telex-release arrangements follow the contract.

The buyer finances the deposit and relies on pre-shipment controls; the seller carries the unpaid balance until shipment evidence exists. A B/L copy proves carriage details, not resin performance. Make COA review, lot linkage, inspection evidence, and draft-document approval conditions in the transaction workflow.

How an at-sight L/C works

The buyer asks its bank to issue an irrevocable L/C with a short, achievable document list. The seller ships and presents compliant documents; the nominated or issuing bank pays at sight after examination. This reduces direct seller payment exposure but does not make the bank inspect quality. Banks examine documents. Ambiguous COA wording, impossible dates, spelling differences, or inconsistent weights create discrepancies, delay, and fees. Agree who pays bank charges, whether confirmation is needed, the latest shipment date, presentation period, tolerance, and exact document wording before issuance.

FCL loading, routes, and Incoterms

ProductCommercial MOQTypical 20’ FCL net loadPacking basis
MR-* petroleum resin1 × 20’ FCLAbout 18 MT25 kg bags; approximately 720 bags
MF-* PVA fiber1 × 20’ FCLAbout 12-15 MTFinal bag and pallet plan confirmed per grade

The PVA row is shown to prevent a common error: one container size does not imply one payload across materials. Final resin weight still depends on pallets, container payload, road limits, and carrier acceptance. Confirm the actual packing list; see shipping and packaging.

Indicative port-to-port planning ranges, checked 20 July 2026:

XiamenHaiphong2-7 days
QingdaoHaiphong5-10 days
XiamenNhava Sheva / JNPT14-18 days
QingdaoNhava Sheva / JNPT16-24 days
XiamenMersin36-71 days
QingdaoMersin25-46+ days
XiamenJebel Ali16-26 days
QingdaoJebel Ali19-28 days
XiamenSantos30-56 days
QingdaoSantos35-52 days

These are schedule-planning ranges, not delivery promises.[1][2][3][4][5] Add production, cut-off, origin dwell, clearance, and inland delivery. Mersin and Santos need the largest buffer because routing and transshipment vary sharply.

For FOB Xiamen or Qingdao, the buyer appoints the carrier and controls main freight and insurance; risk transfers when the goods are on board under Incoterms 2020. This suits an experienced petroleum resin importer with contracted freight. For container cargo handed over before loading, ask whether FCA would describe the operational transfer more precisely. If comparing CIF, remember that the seller books freight and minimum insurance but risk still transfers at origin; CIF is not delivered-duty-paid. Avoid DDP unless the seller has a verified importer-of-record and tax arrangement in the destination.

HS classification and import-duty snapshot

Petroleum resins in primary form commonly use HS 3911.10; 3911.90 covers other products within heading 3911 and may apply to a different composition. National schedules add digits. The importer should give its broker the exact TDS, SDS, composition, and use, then approve the declaration code before the B/L and Certificate of Origin are finalized.

Planning snapshot as of 20 July 2026—rates must be confirmed with local customs before shipment:

MarketCommon national lineIndicative import treatment for China-origin petroleum resin
India391110907.5% notified BCD (10% schedule rate), plus Social Welfare Surcharge at 10% of BCD and 18% IGST.[6]
Vietnam391110000% MFN import duty; ordinary rate 5%; 10% import VAT. China-origin ACFTA/RCEP treatment is also shown at 0%, subject to origin rules.[7]
TürkiyeConfirm 12-digit GTIP under 3911.10Use 6.5% as a third-country planning rate and 20% VAT; confirm the live TARA result because Türkiye can apply origin-specific additional duties or measures.[8]
UAEConfirm the current 12-digit line under 3911.10Standard planning treatment is 5% customs duty on CIF value plus 5% VAT; verify the commodity line and any agreement or free-zone treatment in the federal portal.[9]

India’s temporary 2026 nil-duty measure under 3911.90.90 was description-specific for polyphenylene sulphide, not ordinary petroleum resin under 3911.10, and its extension ended on 15 July 2026.[10] Never apply a heading-level exemption without checking the legal product description. All rates above are a buyer’s initial budget only; the destination customs authority and importer-approved classification govern.

Shipment document pack

Approve the draft set before the carrier’s amendment deadline:

  • signed commercial invoice and packing list;
  • clean on-board bill of lading with consistent shipper, consignee, notify party, ports, marks, package count, and weights;
  • batch COA tied to the shipped lot and agreed specification;
  • current SDS and TDS for the exact grade;
  • non-dangerous-goods statement or transport information when requested by the carrier or destination;
  • non-preferential Certificate of Origin, or a preferential document such as Form E/RCEP only when eligibility and benefit are confirmed;
  • insurance certificate when the contracted Incoterm requires seller-arranged cover;
  • inspection report, fumigation or pallet evidence, and any destination permit only when applicable.

Reconcile product description, HS code, quantity, Incoterm, currency, legal entities, and dates across every document.

Three expensive mistakes

  1. The low-price trap: an offer may use a darker chemistry, looser color or ash limit, fewer net tonnes, or a different freight scope. Normalize landed cost and specification before comparing.
  2. Adulteration or source switching: fillers, mixed lots, off-spec blending, or an unapproved source can escape a visual check. Use source-change approval, retained samples, lot COAs, incoming softening point/color/ash tests, and a fingerprint comparison where justified.
  3. Document mismatch: inconsistent weights, legal names, marks, HS digits, or L/C wording can delay payment and customs clearance. One final cross-document check is cheaper than a B/L amendment, demurrage, or duty dispute.

Frequently asked questions

How do I import petroleum resin from China?

Define the grade and test methods, verify the supplier and contracting entity, approve a representative sample, agree the specification and payment documents, then book an FCL shipment and clear it under the importer-confirmed national HS code.

What is the MOQ for Milorez petroleum resin?

The commercial MOQ is one 20-foot FCL, normally about 18 metric tonnes in 25 kg bags, or approximately 720 bags before final confirmation of the pallet and payload plan.

What HS code is used for petroleum resin?

Petroleum resin in primary form is commonly classified under HS 3911.10. Some products may fall under 3911.90, and each market adds national digits, so the importer or customs broker must approve the final code from the exact composition and product documents.

Is T/T or L/C safer for a petroleum resin importer?

Neither removes product risk. The standard basis is 30% TT + 70% against BL copy / LC at sight. TT requires strong pre-shipment controls; LC at sight shifts payment to documentary compliance, not proof of formulation performance, and adds bank cost and discrepancy risk.

How long does shipping from China take?

Indicative port-to-port times range from about 2-10 days to Haiphong, 14-24 days to Nhava Sheva, 16-28 days to Jebel Ali, 25-71 days to Mersin, and 30-52 or more days to Santos. The booked voyage and transshipment plan control the actual time.

Should I test a sample before buying a container?

Yes. Test the proposed grade against the incumbent under the same formulation, dosage, temperature, and test methods. Keep an approved reference sample and make the commercial specification, source-change control, and batch COA part of the purchase order.
